Apparently that's true - that is, to a few people who talked privately to him.
To the broader audience he said this -
"CityView Concludes US$1.1 Billion Project Funding Plans"
He knows the money's there, the Angolans know it's there, (the bulk of it's theirs), it's just that the election took priority.
The election's provisional final results are out, that's all. It's not over yet I'm afraid.
He wants watertight ownership over the land before he drills doesn't he?
