I don't know why people are panicking. The Elk board before getting Ryder Scott to do the certification would have been told by Ryder Scott that it would be 3P because of the reasons given. You wouldn't need to do 5 months work when it is already Ryder Scott's policy. A 5 minute conversation would have sorted that out.
