yes, they may have orders lower down at 15.5 or below as well. sometimes they may even be selling to themselves so they have no net loss but manage to frustrate sellers waiting further up the queue enticing them to come down and join the selling.
I am not saying this is the case with FMS today but I have learnt not all is what it seems in the market.
