    You can't read much into it either way.

    But I wouldn't expect a better offer.   You get better offers when the directors reject an initial offer.  These directors have accepted the offer.  Your only hope for a better offer is if it gets rejected by the shareholders.

    Long term shareholders are unlikely to be happy with the deal and will probably vote against.

    The directors are clearly happy with it and will vote for it.

    Institutions are likely to be substantially in profit over the deal so they will probably also vote for it.
