I think I have a solution
It is a bit James Bond style

Have an Collins class submarine installed with a catch that would clip onto a foreign boat with out the refugees knowing what was happening and once latched on tow/carry the boat back to Indonesian waters,

There would be a few irrate refugees on board arriving back in Indonesia a mutiny even perhaps ?

Far fetched I know but just thinking laterally.
