My memory may be wrong but I thought BL has clearly suggested to people here that the WHO use won't necessarily require regulatory approval. Maybe there are more than one WHO s? Or else we have a chance to weave through some red tape.

All speculation for the moment but it is heart warming to see $us 25m budgeted for improved technologies and rap fits the mould very well.
