Hi could someone please assist me . We have had a noisy car with no muffler in our street for a long time . I have approached him twice asking him to tone things down and he has also received two letters from the local council . The question I have can a local noise or pollution inspector from the local council or EPA be requested to enter his property and conduct an inspection on his vehicle after two formal letters from the local council or does he have to be caught driving this car on a public road to receive a defect notice thanks
