Not sure where you live but council valuations are based off the valuer generals office assessment of the bare block of land. Where I live in Sydney despite increases over time its still well below the market rate of a bare block of land.
Council rates are also one of the few government payments you can directly tie to services you receive eg garbage collection, clean-up, local infrastructure like parks, roads etc.
