decisions regarding Hamr allready has been made, what is hapening now is a measuring public oposition to the project.
And oposition is noticeble, Czech Rep. spen 2 billion of euro since mid 90's to repair enviromental damadge to the area and not to mention human cost that is in thousands.
However Czech Rep. is only one country that can open the tap and produce U within 12 mnt.
National security council not only recomends openning or not of mines but also were lis strategic intrest of the country ( whom we gonna call).

Uran limited resembels something of a baloon that needs a bit of hot air added every now and then to keep it aflot. Will be nice if that baloon stoped somewere with a stream of hot air going upwards forlonger then week or so.

And why wasnt Uran intersted in Hamr, maybe is and was but Rozna is pricewise much better, is almost working, Hamr has been decomissioned 10 years ago.
So the initial cost played the tune.
