It may be the case that this launch site is required to attain the 37 degree inclination they moved from NZ for. I suspect this is crucial to providing data sets that would be unique to Kleos.
Even if the second cluster goes first I think they will stick here for the first. The main issue is accessing unique high value data. For that they are ready to go, and I think it would be very difficult for anyone to launch ahead of them.
However my rather glib post re private launches may not prove to be so glib. It seems that under the private usage arrangements being legislated, ISRO will have to provide all assistance to any privatWhat does the operator to launch. It may force ISRO to facilitate a private launch eventhough they have postponed their own.
