Maybe an answer would be for us all all to voice our concerns directly to BNL and see what answers come out.
BNL must be assuming (as we all do) that permits are imminent - so maybe the panic setting in here is unwarranted.
However, it is not a case of BNL saying to share holders that "no permit yet" but, if they are aware of delays after they informed shareholders that there would not be any delays before the end of the year, then by all means, shareholders should be made aware of that.
Investors have parked funds into BNL so it is of some importance to get some meaningful guidance from the company. Construction of the drill is a positive news item - but, in itself, not that meaningful if the permit is going to be delayed beyond 2021.
Patience is necessary but a limit to that has to eventually happen.
