Board has decision on if to accept an offer from another company. They more than likely would say no to a 0.35 offer. It may of already happened, the board is not obliged to reveal anything to share holders unless the offer is accepted. This could be another reason why the sp jumped. They may be pondering accepting another offer slightly above previous.
