why is no one talking about all the country risks and possible causes of project delays and cost over runs for EIO?

(CNN) -- The Nigerian Islamic militant group Boko Haram says it bombed U.N. offices in Abuja last week because the world body is a partner "in the oppression of believers," a spokesman for the group said Wednesday.

Boko Haram, which means "western education is forbidden" in the local Hausa dialect, is an Islamic fundamentalist group founded in 2002 in north east Nigeria.
