Heard last night on the radio that US are requiring private drone operators to first have a commercial pilots license before they can fly unmanned drones. This relates to near misses and flying in aircraft zones. So you can imagine that the operator cost and qualifications required to fly a jetpack will be much more expensive than first thought and limiting those who can actually operate one. Apparently there's also a bit of a worldwide stalemate as to who will set the renewed legislation, and from there most countries take on the same rulings.
