Between NKP, anglo, xstrata , the DMR , various government officials who will have to be on board with any agreement, the press who are using this situation as a personal crusade, there more leak points with this situation than a normal JV negotiation.
And if the South African political regime is prone to a bid of graft and other practises you would expect it difficult to keep the information under raps.
