I understand your point, but playing Devil's Advocate, the Chinese aren't obliged to provide funding for these projects. They are the ones with the capital, they have the leverage. It's just a business reality in that neck of the woods, and IMO why it's so important companies can demonstrate legitimate development pathways that don't involve the Chinese.
