In my opinion SMM will never win the rights to mine this due to bad opinions of SMM by the locals even if they do have the financial muscle to buy out govt officials. The question is will this go to some sort of retendering process and be drawn out or will AVQ win outright. Those are my two scenarios. The locals want this started ASAP not in several years like SMM plan (or maybe over a decade) after looking at SMM's global investment plan.
