If the report looks good why not jump straight to PI surely they have enough data to justify and under emergency laws they could find a way? I mean Remdesivir got approved for use even though they knew it had the potential to cause kidney damage and decide to do more testing at a later date to confirm any side effects. The main thing was to get it out there and help asap even if it had some downside. All the data for MPL shows it's safe in humans so why is it so hard jump ahead here.
