It's their IP. They have just raised $138M - I assume to put a significant proportion towards setting up manufacturing/distribution.
It might be that they partner for COVID ARDS but aim to take the bulk of revenues for major markets for Non-COVID ARDS.
Also I think the significant revenue that could come from COVID ARDS gives MSB the cashflow to mature to the point where they can increase their own capacity for sales and distribution ( less dependent on licensing ).
