One possibility is that WEB may move to its historic high rather than being diluted because of two reasons, 1) it has survived the challenge and the covid-19 has forced the company do substantial change of structure to more fit to the new environment and that will make the company stronger and better; (2) The covid-19 has eliminated many small competitors so the winner (the survivor) will takes all, more opportunities and market share for the survivor. Imo, this is the reason why the market still moving forward to new highs after every recession/crush because it reshaped to a better structure.
