ATO can easily check on your Gross Income from the BAS/GST statement filed. There'll be less rorting than some are suggesting. The employees status as well as payments will be available to the ATO via STP payroll.
Using a STP software like clockon.com.au for wages will automatically deduct the correct income tax at the $1500/fortnight pay level.
All very easy.
Log into myGovID and the JobKeeper application page is at the top.
Enrol the employees.
As pugsley100 mentioned my previous post about using a computer desktop or laptop to access myGovID, a mobile phone isn't necessary. Just open the app (with myGovID) and a web page https://bp.ato.gov.au/ at the same time
You don't need a mobile phone for myGovID, you can use an app from google like bluestacks. https://www.bluestacks.com/
Download the app on your laptop, this way you only need one device to log in to myGovID.
