The T40 voting block should stand TB down during this time. With funding delayed, all he is doing is burning through cash reserves, hastening a CR which will only be to buy more time til funding arrives, which may or may not occur soon. Cash reserves should be preserved as much as possible.
A CR in this current climate would be a disaster.
