I understand the main issue is the potential disruption it would cause, especially to the Red Cross. If, say, 50% of the population was treated this vaccine, that could result in 50% of blood donations testing positive for HIV, and a huge amount of work required for the Red Cross to identify these as false positives.
There seems to be expectation and anecdotal evidence that the positive HIV indication should only be temporary and wear off in a relatively short time, but the risk of this not being the case would have been just too great. If they can investigate and prove this is the case, there may still be great possibilities for the UQ molecular clamp technology in the future.
