When you say non compliance? are you actually saying the people who chose not to be vaccinated were non complying?. What I saw was a very strong want for there to be a lot of people vaccinated and penalty's if a person did not, but not that it was mandatory?.

People were able to accept penalty's and not be vaccinated.

I don't see how there was any non compliance?
