Either it was a gross miscalculation to create those terms to marginalise people who live by the principles of Freedom Of Choice, or a deliberate strategy to subvert continuing vaccination programs for a future event whereby those who have had the initial inoculation (and now apprehensive for further intervention) will be highly susceptible and not be able to survive without more injections.

Either way abstaining in the first place has been proven the far safer option. For most the options have been taken away and they will never have a body free of contamination that can survive with it's innate immune system.
