I suspect they have long been inflating the population numbers. When I was in China I was surprised by two things:
1) The levels of education and technology they had.
2) How relatively empty the city was. Lots of big buildings and fancy landscaping, but just not that many people walking around. Kind of the way Sydney Australia is today.
