So there it is in black and white, the basis for counting covid 19 deaths clearly shows that everyone is included, even someone flattened by a bus who was perfectly healthy has been added to the list under this definition from the government's own official site.
The language is highly favouring the vaccines and never once mentions that they are for emergency use only. In fact it says "Everyone should continue to get their vaccination when asked to do so unless specifically advised otherwise."
