Page 40 only describes IVM being used for one day before it was taken off in Tamil Nadu. So any use of IVM would have had no effect on the cases dropping or going up. Not sure how this supports their argument.
However, strict lockdowns were observed from March 25 through to May 31, so I would suspect that would have had a bigger impact. Considering all states in India, whether they used IVM or not, had the same dramatic increase in cases and sharp decline in cases.
