I suggest you get your facts right before posting.

1. They haven't inoculated....they have vaccinated. (Use a dictionary and learn something useful.)

2. They have vaccinated less than 50% of their citizens - substantially less than "virtually all".

3. They are vaccinating their citizens in the "West Bank" - but not the "West Bank" Palestinians, who are NOT Israeli citizens.

Are you basing your injection rates off between 2nd to 3rd or 3rd to fourth dose and the two weeks they remain so called unvaccinated in these processes ? . I think the whole injection rates are disingenuous
