I don't know the level of funding but each nation decides on how much credence it gives to WHO.
Developed nations are not going to be greatly influenced by WHO as we can afford to pay for medicines and vaccines.
Australia is a great success story because it acted fast and listened to our scientists, unlike places like the States.
