Sounds like the algorithm in the US (and it may have been the same in the early days in Italy) is do whatever it takes to ensure the person dies so the hospital can get its $33,000 on top of the normal hospital funds.
Make sure it looks like "best care". A ventilator and midazolam should do the trick.
