the answer to your question though isn't a mystery at all. it only means that they haven't been able to trace lines of infection to the source....
hence its a mystery who was the first case in the cases they are attempting to trace.
there are two issues with this. first there don'e seem to be a sufficient workforce to cope with the workload, and second Gladys has said that she won't be hiring any more people to work in the office. just like when nurses asked for a 2.5% pay rise toward end of last year and Gladys offered 0.5% --- hard firm that's all you're getting.
