The real reason the app is a failure is that the takeup has not been what it needs to be to be successful - also with respect to Victoria I wouldn't be surprised if the types of people the virus is running through at the moment are some of the less likely to actually have the app installed and in use. I am sure there are/were technical issues but they would be worked through and updated as fixed.
Additionally it is only one tool in a suite of activities to reduce the effect of the virus on our people and the economy.
