I think some people are seeing ART as a definitive black or white that only directly correlates with vaccine implementation, and IMO, that is far from the truth.
But another side of this coin would be, risk management. Using an airline or a mine for example, it might be cheaper to test every employee weekly or daily, than having the risk of Covid getting into the workplace and disrupting productivity or causing shutdowns for deep cleaning, and potentially lose out on millions of revenue.
Even with herd immunity or mass vaccination, there are certainly still risks involved, mutation, and the fact that vaccine doesn't stop one from catching and spreading the virus. Frequent rapid testing can help mitigate that risk along with other measures like, contact tracing and social distancing etc.
