Is this chart saying in 2017 test kits to test COVID viruses were sent to so and so and by how many. But at the same time not knowing a pandemic COVID virus would enter stage left in 2019.
But then when generating the chart in 2021 now call the virus of 2019 Covid-19 thus acknowledging that in 2017 the COVID test kits were sent to test for COVID-19 not knowing that in 2019 the virus they would be testing for is actually COVID-19.
