I thought a Review of Environmental Factors Statement was a component of an overall EIS within a DA.

It clearly states in the final paragraph a Review of Environmental Factors Statement has been prepared and the company is awaiting official approval to commence the project.

I assumed that referred to approval of the DA.

You obvious have a completely different understanding of 'official approval'. When you say an 'EIS hasn't been put in for Cowarra' do you mean it isn't necessary and the REF Statement is all that is required? (and an EIS doesn't have to be undertaken?)
