Having looked through the guidelines, CMY doesn't really provide sufficient info to shareholders to clarify prelim. requirements.
Given the geography of Cowarra, I would say Council ( in tandem with DPI) would definitely require a full EIS be undertaken.

I can't locate anything since 21/4/11 from CMY (or via Commissioners) that clarifies how the Statement was received by local or state gov't.
