I don't believe that CPSA role is to endorse the alternate board that CB has put together, CPSA should distribute this information to the CPSA membership list so that shareholders are aware of options that exist should the No vote be carried. CPSA's role is to facilitate information sharing and not to be a barrier to important information being shared.
