If you paid them the $0.019 to convert, they would hold that until the absolute last day. Anywhere up to two weeks just sitting on your money, interest free.
The Registry doesn’t just wait for day ZERO and THEN allocate your BPAY payments to your available Rights (with excess to shortfall).
