There'd be a lot of regulatory hurdles to get over for a takeover to be successful. Each state government whose TAB Tabcorp operates would have to agree. NSW & Vic governments may not approve a takeover unless the predator gains the approval of the state racing organisations. Vic, NSW & Qld governments would want probity checks. Then there's still the ACCC and the FIRB.
PBL would not get approval from the ACCC unless they divested themselves of some Vic gambling assets.
