You might want to have a look at the CR BKP did earlier this year. That was exactly targeted at all shareholders. Although there was cost overhead in the placement, it didn't seem particularly expensive as a small percentage of the cash raised.

It is of course always going to be more work than dealing with one entity, but the big benefit (and their reason for going that way) is that you don't end up with discounted shares all going to a few big entities with no allegiance to the company. Because it's spread over more smaller investors those newly placed shares do not end up capping the SP by flowing back into the market for a quick instant profit.
