The only possible reason I can think of that would need cash in such a hurry before the drill is that the negotiations in Indonesia have led to them getting back in to the project. If that was the case then they would need funds to pay for their share of any work program.
The preferred option may be to take the 4 million but if the other side don't have it then moving to production might be the next best option after all the original discovery well flowed at 500 barrels a day on stem test.
