"Rare" Earths was always a con job, aided & abetted by ROW spruikers, China always had capacity 3x demand, then killed a big chunk of that demand with a clumsy charade.
They've shut about a third of the backward production, and containing another third ATM, with the objective of building domestic demand to absorb it, while maintaining some semblance of balanced supply/demand in the interim.
