Seems he's right. It's the social circumstances that define the importance of a racist remark. So, a white Australian might here a racist remark that is wrong, but not be particularly affected by it, because in the context of the nation's circumstances it's not particularly threatening. Put that white person in Zimbabwe or South Africa, and an anti white racist remark might take on an altogether more threatening tone.
