I doubt it is IB which means it would be the nominee account.. Then the question is... who is behind that account and what do they have to gain by the price not surpassing the Cap raise price?
A subsequent placement in a few months time at a cheaper price potentially to fund a new acquisition (linked to that party) that will be paid for by cash and an issue of shares? The goal of a backdoor listing will then be complete !
