    That "owned by all citizens" claim is incorrect.
    Be careful when making such grandiose statements.
    The Aust. Constitution states, in words similar to these;
    The Rights to the Northern Territory's minerals [and also the ACT's minerals which are quarries mostly] are held by the Crown in the form of the Commonwealth of Australia but:

    The Rights to WA's Minerals are held by the Crown in the form of the State of Western Australia.
    Those same State Crown' vested Constitutional Mineral Rights prevail for each and every other individual State separately.
    So your assertion is correct only in reference to the Mineral Rights of the Territories of Australia.
