I can't see it helping an insto directly after all if you wanted to sell 100,000 shares which is a small parcel for an insto at 2 share trades and 25 of them a day it would take 2000 days/ 400 weeks/ nearly 8 years of continuous trading.
I suspect it is to do with the appearance of liquidity in respect to no. of trades per day. It does nothing in reality all smoke and mirrors but if it tricks some tracking programs into thinking there is more activity and encourages more investors then this will be a good thing.
Fundamentals will always come out on top the longer it takes the market to recognise the disparity between share price and true value the greater the profits will be.
