yeah that line was used for the many caught up in the nazi and communist regimes. until it was their turn
you should study up on what happened in the cultural revolution. people thought they were safe because they hadnt done anything wrong until they were caught up in it and suffered often violent deaths. or the 30 million stalin killed.
That line of thinking is exactly what the past/future dictators rely on.
