Most business now operate on the principal of writing off losses that cost too much to recover, they make mega bucks out of credit cards so as long as they can control the losses to an acceptable limit it is just another business expense
The same as shop lifting, it will cost a lot of money to have enough staff and systems in place to stop it 100% so it is a business expense only
