A lot of the debts CCP buy are 6 months past due, so the banks, telcos and utilities have been trying internally to collect on debts for months. A lot of the debts end up with debt collectors because people refuse to be contacted. People have at least 90 days to show some commitment, even a small amount plus regular contact and the debt usually won't be sold to 3rd party.
